Job Description :
MQ6 to MQ7 upgrade requiring a techno-functional PM.
Wanted(ead, green card or citizen).
Loc:-St.Louis,MO
General Summary:
Responsible for all phases of programs of a highly complex nature; acts as a single point of contact for those programs. Responsible for taking programs from original concept through final implementation, including the processes and controls related to the programs. Actively interfaces with all areas affected by the program including end users, IT and business partners to accomplish overall program activities. Provides both a strategic and tactical approach to driving and defining program scope and objectives. Typically not an individual contributor to the program but instead provides technical and analytical guidance to program teams.

Essential Functions:
• Identifies and implements best practices in developing detailed work plans, schedules, program estimates, resource plans, and status reports; mentors project management staff in applying said best practices.
• Conducts program meeting and is responsible for program tracking and analysis, including proactive identification and management of program-level risks and issues.
• Ensures adherence to quality standards and reviews program deliverables; proactively assures project managers contributing to the program are adhering to said standards.
• Recommends and takes action to direct the analysis and solution of problems, including facilitation of decision making required for continued progress on the program.
• Meets with management to determine solutions to business and enterprise-wide problems. Defines program scope and objectives. Develops preliminary program plan and design, determines necessary resources, and program timeline.
• Contributes toward identification and implementation of best practices and procedures related to program management and project management; mentors project managers in the application of said practices.
• Responsible for delivery and success of assigned programs. Optimizes results within business and time constraints, including prioritization of resources within projects or sub-programs contributing to overall program success. Leads meetings with program team to assess status and resolve issues as they come up. Proactively manages program-level risks.
• Reviews and tracks status of program and deliverables and provides updates and ongoing cost analysis to management. Conducts presentations regarding project and program status and current issues to members of management, including executive management.
• Provide assistance to team members and other project managers with issues needing technical expertise or complex systems knowledge. Mentor team to improve their understanding and skill and ensure they are familiar with resource materials available. Ensures adherence to project and program management process and documentation standards.
• Develops program cost estimates and manages budget throughout programs.
Qualifications:
• Bachelor’s degree in Information Systems or related field
• 5-7 years of previous project management experience
• 1-3 years of previous program management experience
• 10-12 years of experience in information systems operations environment in systems analysis or development
• Experience managing large project teams
• Certification in project management helpful
• Knowledge of healthcare industry helpful
• Advanced knowledge of project development, including process mapping, budgeting and timeline creation
• Demonstrated ability to coordinate cross-functional work teams toward project completion
• Demonstrated effective leadership and analytical skills
• Advanced written and verbal communication skills are a must
Additional Information:
- This is an upgrade project from MQ6 to MQ7
- Postion requires upgrade experience preferrably with MQ7 or similar product
- Upgrade includes multiple locations to mainframe and midrange servers
- Requires upgrade to multiple environments (ie: dev, qa, prod) in a phase approach with quality checks
- Requires strong coordination and communications to application teams and other projects and their schedules
